In November 2008, Hays County voters approved a proposition to issue $207 million in Hays County road bonds for roadway safety and mobility improvements across the county.

Two categories of projects will be funded through the bond issue:

  1. Projects eligible for Pass-Through Financing reimbursement from the State of Texas (Texas Department of Transportation), which will reimburse up to $133 million through the TxDOT Pass-Through Funding Program
  2. Other priority projects which were identified as particularly important locally through input from local entities (municipal governments, school districts) and through a public participation process conducted in July 2008

In addition to the $207 million in taxpayer-financed road bonds, the Hays County road projects approved by voters will be funded with at least $11 million from the City of Kyle, $7 million from the City of San Marcos and $3 million from federal grants. Below is a list of Priority Projects for Precinct 3 (there are no Pass-Through road projects funded for Precinct 3). Although each project is assigned a number for tracking purposes, projects are listed in order of their expected/actual start dates. Project 4 — RM 2325, Fischer Store Road (CR 181) to Carney Lane. Funding for this project includes the construction of safety improvements on FM 2325 between Fischer Store Road (CR 181) and Carney Lane. Improvements include shoulder improvements between Fischer Store Road and Wood Creek Drive and between Pecos Path and Carney Lane. Center left turn lanes will be added along FM 2325 onto Fischer Store Road, at the entrance of Jacobs Well Elementary School, onto Jacobs Well Road, and onto Wood Creek Drive. Improvements are also proposed for the right turn lane from FM 2325 into the Jacobs Wells Elementary School parking lot to facilitate student drop-off. Dedicated right turn lanes are proposed on Jacobs Well Road onto RM 2325, on Wood Creek Drive onto RM 2325, and on RM 2325 onto Carney Lane. A continuous left turn lane and shoulder improvements are proposed for FM 2325 between Wood Creek Drive and the Emily Ann Theatre entrance.

Project 5 — RM 12 at Old Kyle Road (Wimberley Business District). Funding for this project includes safety and mobility improvements at the Wimberley Business District, including the addition of dedicated turn lanes at the intersection, landscaping, and drainage improvements.

Project 6 — RM 12 at RM 32. Funding for this project proposes realignments of RM 12 and RM 32 to improve the intersection geometry. Dedicated right and left turn lanes will also be provided as part of this project.

Project 7 — RM 12 Parkway Development. Funding for this project covers conducting required environmental analyses and the purchase of right-of-way to preserve the parkway corridor. No construction funding is available at this time.

Project 8 — RM 12 at Hugo Road (CR 214). Funding for this project includes safety improvements at the RM 12 and Hugo Road (CR 214) intersection, including the addition of a left turn lane on RM 12 onto Hugo Road (CR 214).

Project 9 — RM 12 at Sink Creek. Funding for this project includes improvements to the RM 12 low water crossing at Sink Creek by replacing the existing concrete box culvert with a longer bridge to reduce the frequency of overtopping.

Project 10 — RM 12 at Wonder World Drive (FM 3407). Funding for this project includes the addition of right and left turn lanes on RM 12 onto Wonder World Drive.
