CDBG Disaster Recovery Funding

INVITATION FOR PUBLIC COMMENTS

Hays County invites the public to review and submit comment on its 2015 CDBG-DR Housing Guidelines that set forth program policy for the repair, reconstruction, elevation, or buyout of homes damaged by 2015 flood events.

Hays County experienced flooding in 2015 from two separate events that brought heavy wind and rain in the months of May (DR-4223) and October (DR-4245). Because of the significant damage caused by these storms, Hays County has received an award of $3,703,459 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funds from the Texas General Land Office (GLO) for housing recovery.

The public is invited to review the 2015 Housing Guidelines and submit comments to the County before October 19, 2018 by email or phone:

Hays County will begin accepting homeowner applications mid-November. Homeowners interested in applying must live within Hays County in an area located outside of the City of San Marcos incorporated area and must demonstrate compliance with program eligibility requirements.

Public Hearing/Comment Period for Method of Distribution for approximately $11.6 Million in 2016 Community Development Block Grant (CDBG) Disaster Recovery Funds

Distribution/Allocation Information

A public hearing will be held January 30, 2018, at 10 a.m. during a regular meeting of the Hays County Commissioners Court, to accept citizen comments on the method of distribution for approximately $11.6 Million in 2016 Community Development Block Grant (CDBG) Disaster Recovery Funds. Comments can also be sent to Hays County Grant Writer Lindsay McClune, 712 S. Stagecoach Trail, Suite 1204, San Marcos, TX 78666 or by emailing lindsay.mcclune@co.hays.tx.us. Comments must be received by 5 p.m. Friday, February 2, 2018.

In addition to the approximately $7.4 million awarded to the County in 2016, the County has been awarded an additional amount of approximately $4.2 million. Total funding to the County is now approximately $11.6 million, including non-housing project funding of $7,869,851 and housing project funding of $3,703,459, to support programs and projects that address an identified priority need and that primarily benefit low-to-moderate-income persons affected by 2015 flooding in the unincorporated areas of Hays County and the cities of Buda, Dripping Springs, Kyle, Uhland and Wimberley. The Draft Method of Distribution was posted on January 24, 2018 www.co.hays.tx.us and is also available at the Hays County Office of Grants Administration, 712 S. Stagecoach Trail, Suite 1204, San Marcos, TX 78666 and at each Hays County Precinct Commissioner Office.

The public hearing will be held at the Hays County Courthouse on the Square, 111 East San Antonio Street, San Marcos, Texas 78666, Third-floor Commissioners Courtroom at 10 a.m. Tuesday, January 30, 2018.

Hays County is seeking input on the method of distribution for approximately $7.4 million in Community Development Block Grant Disaster Recovery Funds offered by the Texas General Land Office through the U.S Department of Housing and Urban Development. These grant dollars are for long-term recovery needs related to the May and October 2015 floods and have specific requirements as to how they can be spent.

Comment Period and Draft Document

Comments will be accepted beginning Wednesday, November 16, at 8 a.m. and ending Wednesday, December 7, 2016 at 5:00 p.m. A draft of the proposed Method of Distribution is available for viewing or download on the Hays County website at www.co.hays.tx.us and available at the Hays County Grants Administration Office and at Hays County Precinct Commissioner Offices. You can also review the November 15, 2016, presentation to the Commissioners Court.

 

Public Hearing

The public can provide comments by attending the Public Hearing scheduled for Tuesday, December 6, 2016 at 10 a.m. during a regularly scheduled meeting of the Hays County Commissioners Court at the third-floor Hays County Courtroom, 111 E. San Antonio St., San Marcos, TX 78666 (County Courthouse on the Square). The meeting will be conducted in English. Requests from persons needing language interpretation or special accommodations should be received by the Hays County Grants Administration Office at least five (5) days prior to the public hearing.
